Matt is an experienced Programme, Project and Change Management professional who applies his broad experience and talents in the design, motivation and mobilisation of high performing teams. He is regarded by clients as a trusted advisor.

Matt can draw upon a wealth of experience having helped manage and deliver some of the highest profile Programmes and Projects over the last 20 years for Government and Construction clients.   

Matt was deeply involved in a series of far reaching programmes and projects across the DCA and its sister departments. This has included: modernisation and outsourcing of Courts funding (£2bn) for mentally incapacitated patients; bespoke Index Tracker Funds competitively awarded to brokers in The City of London; analysis of Distance Learning needs for the Judiciary;  identifying the need for technology refresh on business critical Magistrates Courts' databases.

Notable roles for Matt and his teams included:  

  • Portfolio Management to establish the composition of a £150m portfolio of programmes in e-Delivery
  • Implementation of Case Management System into Commercial Courts at Royal Courts of Justice. This was a project recovery assignment reporting into the Lord Chancellor
  • Leading changes to the way Clerks of Court deal with postings of cases to the Court. Matt reported into Lord Charles Falconer on progress of this high profile project and his team took on responsibility for training Court staff

The Ministry of Justice was more than satisfied with Matt's work, naming him as 'Project Manager of the Year'.

Matt was responsible for winning a position on the DEFRA framework agreement for supply of Programme and Project Management expertise across DEFRA and its 93 sister departments. He has led a variety of teams and experts on this framework and worked with DEFRA to prototype a variety of Sustainability and Environmental analysis models. 

This was a £9m programme to enable Network Rail to turn its vast volumes of information into true 'corporate assets' - increasing access, meaningfulness and utility. As CMS programmes go this was one of the world's largest ECM implementations: £30m development and implementation costs and over 4 million business critical documents to be loaded into the system after data cleansing. 

Matt oversaw the whole programme and achieved 100% adoption. The benefits were immediate. £10m worth of lost CAD files were found and made accessible. £9bn of information that had previously been in the wrong format was made useful. The business declared benefits of over £5.5 million pa.
