Andreas possesses unique expertise around NHS commissioning and GP Commissioning in particular. Having led the GP Fundholder Management policy in the 90s as well as many national transformational change programmes in recent years, he is ideally positioned to support Clinical Commissioning Groups.

Over the last 10 years, Andreas has been deeply involved in leading programmes and providing strategic consultancy within the NHS, related public bodies and commercial healthcare organisations. This has included:

  • Support to commissioning, including specialist commissioning advice to PCTs and PBCs, contribution to the development of commissioning strategies
  • Negotiation of service contracts between commissioners and providers, including both the independent sector and NHS.
  • Programme management of strategic change objectives and implementation of policy initiatives. For example, Andreas was Programme Director for the Honest Broker Programme at the NHS Information Centre
  • Preparation of plans and reports at all levels including Ministerial Briefings, Board Reports, Business Cases and Programme Documents
  • Developing relationships with local authorities and other important bodies around healthcare and public Health

Head of GP Fundholder Management, DH

Andreas was Head of GP Fundholder Management for the Department of Health (DH) during the 90s. A fast emerging policy putting GPs in control of NHS budgets, he developed and implemented policy within the NHS. That meant working very closely with GPs and GP representative organisations. This included drafting the successful GP accountability framework for GP fundholders. It also meant addressing many of the challenges currently faced by Clinical Commissioning Groups today at both a national and local level, such as organisational development, management capabilities and capacity planning. Under Andreas’s leadership, the GP Fundholder initiative mushroomed from a few pilots to cover more than half of the population nationally in a short space of time.

Andreas also had a much wider role at the DH around commissioning and total commissioning pilots. This too involved interaction with GPs and the senior GP groups around the development and the implementation of policy at both a national and local level.
