Creation of a Unitary Authority.
To merge 5 separate Local Authorities into one Unitary Council in one year with fully functioning services available from day one.
This was wholesale change and transformation affecting 12,000 staff and was the biggest change within local government in the region for 30 years. It involved a complete re-design of services to eliminate waste. Practicus was engaged by the Executive within the Council to support the change by providing Interim Managers for key functions, in particular Project and Programme Managers. It further supported the internal communications agenda by creating a film to foster greater buy-in for the change.
The establishment of the local council as a merged authority was heralded as a resounding success by the Department for Communities and Local Government. It delivered on time, under budget and created savings of £2m more than anticipated.
