Building programme and project delivery capability within the NHS

Practicus was engaged by the Department of Health to provide tools to help NHS CEOs, Board Members and Senior Managers gauge their organisation’s ability to deliver transformational change.

The Informatics Capability Development branch of the Department of Health (DoH) helps the NHS to identify and manage Programme & Project Management (PPM) resourcing gaps, and improve best practice across the service.

With NHS leaders facing significant challenge around transformational change, this policy and planning division could see obvious benefits to structured PPM methods and frameworks: assisting the NHS in delivering change successfully and consistently.

A structured programme management approach, for example, would assist with harmonising, coordinating and localising the various imperatives that the NHS faces. Quite apart from governance and process, it would also ensure that local health communities had sufficient staff with the necessary programme and change management skills. 

Following open competition under a Buying Solutions CATALIST Framework Agreement, a Practicus Team was appointed by DoH. The team was tasked under DoH’s development area with “Building organisation capability to deliver successful programmes and projects”

The expert team was required to:

  • Review and assess the P3M Maturity and P3M organisation assessment tools in use in the NHS based upon the suppliers extensive demonstrable knowledge of the sector.
  • Compare NHS P3M Maturity and P3M organisation assessment tools with industry best practice tools, either mandated or adopted. This includes a review of those maturity models and benchmarking tools recommended by the DoH – Health Informatics Directorate e.g. LISA, ORAM, HIS Benchmarking Accreditation and any other NHS specific tool, model or framework identified at the initiation of the project.

Over a one month period, the Practicus team conducted leading edge research into P3M maturity models in use within the NHS and compared these with industry best practice. We interviewed 22 senior stakeholders across the NHS and built an interactive model for recommended use. This culminated in a report on a comparative analysis basis between the tools currently available in the NHS and those available externally.

Practicus made recommendations on which P3M organisation capability development tools could be used in the NHS with a suggested approach. Our team provided examples of success stories where P3M tools and models had been used within successful informatics enabled change programmes and projects within the areas of health and social care.

We mapped the recommended toolset against the NHS planning lifecycle over the next 5 years. Our recommended tools will enable CEOs, Board Members and Senior Managers to gauge their organisation’s ability to deliver transformational change.
